Safety Rules about using the restroom

We had our Safety Induction Meeting the other day since the rig has arrived and we will be in the shipyard and on the rig quite regulary. This is from the handbook given to us from the Shipyard....notice item #5.1.6:
The scary thing is that I guess it must be an issue since they had to make a rule about it. I hope they clearly mark this designated area, not that I am going to need to know where it is as I plan on taking care of any business I need to before or after I make a trip to the rig.
